Carmen Olazabal
Carmen Olazabal is Founder and President of 4City Consulting. She is a senior executive with 20 years of experience in engineering, project management and government.
Throughout her career, Carmen Olazabal has managed cross-functional teams of technical personnel, government policy makers and a wide range of stakeholders to advance discussions into a cohesive and comprehensive strategy. She successfully executed a range of public sector initiatives that required extensive outreach to build up public support. Ms. Olazabal's practical experience, results-oriented personality and depth of technical understanding makes her a valuable collaborator for challenging projects. Carmen Olazabal started her career as a structural engineer, working for LeMessurier Consultants and CMA Architects and Engineers to design structures for academic buildings and residential high-rises. After business school, she joined the real estate development firm Hines, and worked in the US South East Region group. She began her public service career at the City of Miami Beach, working as Operations Manager and Assistant Director of the Building Department. She later moved to the City of Coral Gables, where she served in roles of increasing responsibility as Building Department Director, Assistant Development Services Director, Assistant City Manager, and Interim City Manager. It was truly special for her to deliver projects that had visible impacts on the City of Coral Gables. By developing a vision and communicating this vision with the community, she helped deliver the Miracle Mile and Giralda Streetscape project, the Tree Succession plan and multiple traffic-calming projects. In 2016, Carmen Olazabal founded 4City Consulting to advise municipalities on the most challenging regional issues: sustainability, mobility, and responsible development. In this role, Ms. Olazabal works with clients to develop a vision, design and implementation, and ultimately deliver projects in an efficient and cost-effective manner.
